GENOA SMART WEEK 2024 QUESTIONS URBAN REGENERATION AFTER THE PNRR
The 2026 deadline to complete the projects financed by the European post-pandemic plan and the objectives of the 2030 Agenda were the focus of the third day of the event, which in the afternoon moved to the Talent Garden for the Talk & Speed Date Event dedicated to innovative start-ups
«Urban regeneration goes well beyond the renovation of a few buildings or the replanting of a few trees: it is a much broader concept, which encompasses urban planning and above all the community that inhabits and experiences the territory, and towards which services must be recalibrated. All this with the main challenge to overcome being energy efficiency.». As Mario Mascia, municipal councilor for urban planning, maritime state property and economic development, opened the third day of conferences at Palazzo Tursi as part of the Genoa Smart Week, dedicated to regeneration and urban redevelopment, created in collaboration with Ance and the Order of Engineers of Genoa.
A theme that, thanks to the PNRR, the Integrated Urban Plans and the National Innovative Programme for the Quality of Living (Pinqua), has found significant funding, as recalled by theHeritage Councillor Francesco Maresca, and then focus on some specific cases: «The administration has great attention, for example, for the redevelopment of historic villas, to be completed by 2026. Then there are very important buildings, such as the Metelino and Tabarca buildings: the latter will host the Merchant Navy Academy, becoming a hub for young people and a driving force for the surrounding shops and small facilities. We are also recording an increase in demand for student accommodation and this is what will be done at Villa Donghi and in the former Onpi, in Quezzi. The goal is not to stop at the Pnrr, but to continue with the vision of the future city».
And in fact what? it will happen after the PNRR It's a question that arises Reeds Genoa, represented by the Vice President Sarah Zotti, moderator of the entire morning, according to which «to stabilize the sector after the boom of Superbonus and Pnrr, new public-private partnership agreements will be essential». On his part Mark Vassal, head of the association's technology, energy and environment service, warned of the risk that the 2026 deadline, now imminent, could lead to an inefficient use of resources. It would be better, for Ance, to review the timing of projects that cannot be completed by that date and adopt revisions of the PNRR that allow the expected objectives to be achieved and avoid defunding.
Going into the specifics of the individual projects, the participatory process of the urban regeneration of the Diamante di Begato neighborhood It has been described by Francesca Salvarani, secretary of theOrder of Architects of Genoa, focusing on the management of the trauma suffered by the inhabitants forced to move, which took place in close contact with the Municipality and social services: almost all the residents asked to be relocated in the same neighborhood and to have new spaces for sharing, from an open-air theater to collective gardens, reiterating a great need for community.
The work continued with an overview of the urban redevelopment solutions advanced by companies. Carlo Lombardi di TIM Enterprise brought a case of building regeneration linked to the company's new-generation data centers, built through its subsidiary Noovle, a group company specialized in the cloud world. It is a vast network of data centers designed and built according to eco-sustainable and energy efficiency criteria, ensuring maximum levels of performance and safety, which has obtained over 100 certifications including 5 Leed (Leadership in energy and environmental design) Gold certifications and a Leed Platinum, which places it at the top globally. In particular, the data center in Milan West was built by regenerating and transforming a former textile factory, purchased in 2020, precisely according to the highest Leed criteria.
Paul Low, of the Rina, he presented the challenges related to urban regeneration from the designer's point of view, citing, in particular, the case of the new State Police hub in Naples and, in terms of redevelopment, the intervention on MCapodimonte Museum. Manuel Carminati, of City Green Light, instead focused on the partnership between public administration and Esco (Energy Service Company) for the regeneration of public real estate assets, which in 2023 alone saw an investment of 90 billion. Paul Gianola, of Getec, brought the experience of Urban efficiency of the Hotel Giustiniano, a five-star, 200-room hotel in Rome's Garbatella neighborhood, which will be completed by 2025.
La Metropolitan City with Christian Arza e Maria Concetta Giardina and the City of Genoa with Maria Jolanda Michelizzi they have declined urban regeneration from a tourist perspective by illustrating innovative partnerships for the destination management organization open to all metropolitan municipalities in light of the memorandum of understanding between the various bodies, which has been operational for a few months.
The session concluded with a round table discussion on the objectives of the2030 Agenda moderated again by Sarah Zotti who in her introduction reiterated the need to consider the economic and procedural aspect of sustainability. Enrico Sterpi, president ofOrder of Engineers of Genoa, focused on the importance of green energy and civil protection measures, urging institutions to change the paradigm in maintenance policies, which require long-term planning that goes beyond the logic of emergency. Always with regard to a broader vision Roberto Burlando, architect and secretary of the Liguria Chapter of Green Building Council Italy, recognized how bureaucracy sometimes runs the risk of distracting from the true mission of the institution, which is to accelerate the diffusion of a culture of sustainable construction.
Another significant aspect of the 2030 Agenda is the social one addressed by Silverio Dreams, Chairman of the Genoese Construction School, which highlighted the training and inclusion work carried out by the institute in favor of the occupational reintegration of vulnerable workers and foreigners, thanks also to the projects of the Gol program, claiming the dignity of the sector as a lifestyle choice and not a mere fallback. Angela Gambardella, advisor to theOrder of Architects of Genoa and representative of the Equal Opportunities Commission, in turn highlighted how sustainability also passes through social inclusion in regeneration spaces.
The Genova Smart Week then exceptionally moved to Baltimore Gardens, guest of Talent Garden Genoa, for the first edition of the Talk & Speed Date Event “Business culture and start-ups”. Tuesday's session pomeriggio dedicated to territorial and environmental monitoring through artificial intelligence
Taking a step back, on Tuesday afternoon the main topic of discussion was the contribution of theartificial intelligence in projects and systems for territorial and environmental monitoring. According to Giampiero Fabbri, member ofOrder of Engineers of Genoa and director of the Genoa Casella Railway, explained how this has been monitored for two years with a satellite system, and specified that addressing the issue of risks from natural events on complex infrastructures means introducing truly holistic approaches: human action, today more than ever, must be studied in depth and constantly monitored and mitigating interventions, however costly, are necessary and can no longer be postponed.
Fabio Picchio, member ofOrder of Geologists of Liguria, presented the cases of the state road 523 of the Cento Croci pass and the landslide on the state road 35 at the height of Ronco Scrivia, which sees the use of an interferometric radar equipped with a warning system.
Francesco Meneghetti, CEO of Mindfulness of the TIM group, highlighted how climate change has amplified the frequency and intensity of extreme events, making the adoption of predictive technologies essential for land protection. Advanced solutions using AI have been explored, integrating environmental and human presence data, simulation models and real-time monitoring platforms. Thanks to the use of such predictive systems, it is possible to anticipate risk scenarios, improve the planning of civil protection interventions and mitigate the impact of known and unexpected events.
Charles Ottria, business unit director of Seingim Power, spoke about the management of structural and environmental monitoring of large-scale works, focusing on new Pavilion Zero of the Gaslini hospital and, in particular, on the constant observation of the effects that the construction site will have on the Lamba Doria railway tunnel below.
Antonio Iengo, forecaster of theArpal, illustrated the use of drones for monitoring on land and at sea, and introduced the 3R weather app dedicated to the North-West which offers forecasts based on information collected from 650 control units and a specific section on weather alerts. Stephen Knives, of Harp Lazio, brought the experience of the project Garmosat for the detection of landfill biogas leaks through the processing of data collected on the ground, by air and by satellite.
But environmental monitoring of the future also involves a mix of robotics and artificial intelligence, which takes the name of EcoRobotics, introduced by John Vercelli ofUniversity of the Studies in Genova who explained how the use of fleets and swarms of semi-autonomous micro-drones can help monitor critical and polluting infrastructures and be used in civil protection and security activities.
The protection of urban heritage can also become, thanks to AI, a process shared between citizens, tourists and workers: this is an example Black, a start-up born from a collaboration between the Genoese A and theFederico II University of Naples, whose reality was represented by the project manager Mary Joan Pacific. In the end Stephanie Traverse e Chiara Angela Capini, from the City of Genoa, they illustrated the project Staglieno Virtual, based on the creation of a digital twin of the famous monumental cemetery in Genoa.
